Could we use this as to an indicator of technology tiers, But pehaps edit a little?

Tier 7: Pre-Industrial
 
Tier 7 is one of the most common and stable states, with limited weaponry and environmental threats. Societies tend to be small and scattered, driven by subsistence farming, foraging, or hunter-gathering needs. Technology is limited to simple hand made tools, weapons, or agrarian implements and methods, but a very broad understanding of planetary and solar mechanics is not uncommon.

 
Tier 6: Industrial Age
 
Tier 6 is often the pinnacle for a civilization. Agrarian societies can remain stable in the pre-industrial stage, but Tier 6 population strain and mechanized food production invariably create political and economic pressures very few can balance. Moving past this usually promises advancement. Some societies improve environmental and medical understanding concurrently with mechanical and transport advancement. Those that do not are frequently doomed.
 

 
Tier 5: Atomic Age
 
Tier 5 species usually begin focusing on clean energy production. The occasional belligerent species will use atomic energy for weapons, often resulting in mass extinctions. In-atmosphere craft are a hallmark, often leading to manned space flight, albeit in a short-scale.
 
Humanity entered this age in 1945, when the first atomic bombs were dropped.

Tier 4: Space Age
 
Tier 4 is often the final resting place for species intelligent enough to break free from their cradle's surface only to fill the gulf surrounding it with war. Their comfort-focused technology can include medical advances.
 
Humanity reached this level in 1957, when the first satellite was launched. 

Tier 3: Space-Faring
 
Species has efficient slipspace navigation, mass drivers, asynchronous linear-induction weapons, holocrystal storage and semi-sentient AI (though their creation requires memory transfer from the freshly deceased and/or flash cloning). They have had no outside influence.
 

Tier 2: Interstellar
 
The species has the ability to perform exceedingly accurate slipspace navigation, near-instantaneous interstellar communication and man-portable application of energy manipulation. 
 
 
Tier 1: World Builders
 
The species has the ability to manipulate gravitational forces, create AI with full sentience, fabricate super-dense materials, perform super-accurate slipspace navigation, the ability to create life, and the ability to create worlds. 

Tier 0: Transsentient

It is suspected that they can travel across galaxies and accelerate the evolution of intelligent life.

It's Michio Kaku explaining how astronomers categorize possible extraterrestrial civilizations.

Tier 0: Earth today - energy gained from burning fossil fuels

Tier 1: Global Civilization - A single civilization/nation covers the entire planet; technologically capable of existing in most environments (one oddly specific one was cities under the sea). Get their energy from renewable resources on the earth (harnessing the power of the weather, sea and earthquakes).

Tier 2: Stellar Civilization - Expanded into space; power generation comes directly from their star (solar flares, charged particle emissions, etc.)

Tier 3: Galactic Civilization - Large interstellar civilization; harnesses the power of many stars or black holes

I particularly useful for us. However, with some modification:

Tier 0: Pre-industrial society. Production is limited to artisans and craftsmen. Small population. Many civilizations on one planet.

Tier 1: Industrial society. Production is carried out in factories by many unskilled workers and machines. One-Many nation(s) on the planet.

Tier 2: Globalized Society. One-Many nation(s) on the planet. Common global Lingua Franca, capable of near instantaneous communication across the globe. Early space exploration (satellites, space stations, moon landings)

Tier 3: Spatial Society. Single civilization (single nation or a union of many), capable of faster-than-light travel.

basically, we would all be Tier 3, however, there may be NPC civs that are of the lower tiers.

Tier 1 is what we consider Modern Technology (Earth today)

Tier 2 is Space Travel

Tier 3 Is the likes of Halo (from what I've heard)

Tier 4 is Star Wars

Tier 5 is the ability to change an entire planets atmosphere, size and gravity so it's inhabitable to a certain race

Needs work but that's what I have in my head

Terraforming is radically different. It only adjusts the planet's eco system and atmosphere to sustain life. What HB is saying is the ability to change a planet's size, mass, gravity, and what not. Basically making your own ideal world.
