The humans in Halo can do the last thing. It's called terraforming, my empire does this as well.
Terraforming is radically different. It only adjusts the planet's eco system and atmosphere to sustain life. What HB is saying is the ability to change a planet's size, mass, gravity, and what not. Basically making your own ideal world.

that's correct however I was not aware that Halo could Terraform
I would that a space fairing race would at least have basic sense of terra forming, other wise their chances at habitable planets decreases drastically

How does trade work in the game? Is there a money system or a bargaining thing?

as much as I've tried to keep the game simple I'm gonna have to complicate it :(

Well you could give systems key strategic resources like fuel for warp / hyperdrive or the metals required for fuel cells or even important gasses; oxygen or liquids water... that would start trade, especially if every nation has a set minimum of must have trade goods. recommend you provide a list of trade good with every planet providing something. People are an awesome resource as well.

set a standard currency "the credit" every player can determine how many of their currency = a credit.

then attach currency to industry with 3 being standard 4 & 5 double the value of 3 and 1 and 2 each half the value of the previous.

Your tiers tie into technology, army represents the total of all planet based defense forces including wet water navy and air force. You would need to establish what 3 represents in soldiers, vehicles, ships, aircraft and planet based defense.

You can still use the combat rules from my rules to determine the outcome of battles.

Please don't make the damn econ system to difficult, that was a major turnoff for me in YWTWS. In fact why not just make it an optional aspect to get into for those of you who really want to go into detail.

I dont rightly see the issue with Peacemans rules. In fact I find that they follow the KISS rule, Keep It Stupid Simple. They could be far more complex. In fact everything is even written out for them. Industry rating equals your income. Your income x 40% equals your spending power. You dont even have to do the dang math, use google (gdp=10000 so you type 10000 x 40%=4000 spending money) It could be more complex, and more realistic. I dont think economics should be optional for a game. Otherwise my empire can become the economic superpower of the world and things can quickly be gamed. There is a difference between a game and a living universe. Hell, Peaceman even broke down and gave people the costs of their equipment instead of making them go and do the research themselves.

That is irrelevant. The simple matter is people don't want to take the time to actually create something. These games could be so much more if people took an extra five minutes. I am working a full time job and currently participating in other activities such as hiking, training, and a two week survival course. To get rid of economics (that are this simple) from a nation levelled game removes an aspect of difficulty. It appears everyone wants to play with infinite money cheats on and no one wants to lose. I am taking huge risks in YWTWS by going into conflicts on three fronts, and if I lose, then I lose. Now, moving on, I think in a game like this the Industry level should not be tied to a monetary amount per se, but instead purchasing power or creation power. My race doesnt use money, we breed and expand (think zerg or Tyranid)

Its completely relevant. **** gamers generally prefer more complicated games than casual gamers, its like a Battlefield player being compared to someone who plays Mario on a Nintendo DS. The Mario player isn't going to be able to play (or enjoy) combined arms combat that is Battlefield. on the vice versa (and speaking from experience), a BF player is going to find Mario boring and lacking. It doesn't take 5 minutes for everyone either. It took me roughly 4 hours to do my 1st budget on YWTWS, after straining to get my head around it. Doesn't leave much time for other things. Not everyone is able to/wants to play super-realistic games like you. Yes, they can be fun and I can appreciate a game every now and then that has a rule system like Peacemans, it's also nice to have a casual gamestyle as well for those of us who have difficulty understanding complex rule system (such as me and HB), doesn't mean every single player is going to be a "money cheat" user who doesn't want to lose, that aspect comes down to maturity anyway.
